…771 to Graduate in Nigeria in 2025
Nine beneficiaries of the Presidential Amnesty Programme (PAP) foreign postgraduate scholarship scheme have successfully completed their master’s degree programmes at universities in the United Kingdom.
The graduates are the first set of scholars deployed to UK institutions under the leadership of PAP Administrator, Dr. Dennis Otuaro, for the 2024–2025 academic session.
A statement issued by Mr. Igoniko Oduma, the Special Assistant on Media to the Administrator,
Presidential Amnesty Programmeon Thursday , said the beneficiaries earned advanced degrees in fields such as cybersecurity, data science and engineering, law, construction and civil engineering management, project management, and information and communication technology.
The scholars concluded their studies at Anglia Ruskin University, the University of Dundee, and The University of Law.
At home, another 711 PAP-funded undergraduate and postgraduate students are expected to graduate from Nigerian universities this year.
A graduation reception was held in honour of the UK-trained scholars on Wednesday, December 3, 2025, in London.
Speaking at the event, Otuaro commended the scholars for completing their studies in record time, describing their achievements as a clear demonstration of dedication and seriousness.
“We congratulate these scholars on their successful graduation. It shows that they took their studies seriously. That is what we demand of every scholarship beneficiary, whether at the undergraduate or post-graduate level,” he said.
The PAP Administrator reaffirmed his commitment to expanding educational opportunities for students from indigent backgrounds across the Niger Delta, noting that human capital development remains a priority.
According to him, 3,800 beneficiaries were deployed to Nigerian universities in the 2024–2025 academic year, with the number increased to 3,900 for the 2025–2026 session alongside 200 foreign scholarship slots.
“In less than two years, Otuaro has overseen the deployment of 7,700 students for PAP scholarships within Nigeria and 162 students for postgraduate programmes in the UK,” the statement said.
“Our decision aligns with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu GCFR for the Niger Delta. We will continue to create more higher educational opportunities for students from indigent backgrounds in our region,” Otuaro said.
He added that the PAP is also strengthening its programmes in informal education and other areas to promote sustainable peace and socio-economic progress in the region.
