The assurance given on Friday by the Accountant General of the Federation that the October allocation of Rivers State from the federation account would not be withheld had thrown civil servants in the state into celebrations.
Hopes for the payment of the monthly salaries and overheads of Rivers State government were thrown into jeopardy when the Accountant General of the Federation during the week declared that the share of Rivers State from the monthly federation accounts would be withheld in compliance with a court order given by the Federal High Court in Abuja for the Central Bank of Nigeria not to release the allocations of the state from the federation account.
The court presided over by Hon. Justice Joyce Abdulmalik had on October 30th ordered the CBN to stop releasing monthly financial allocations to the Rivers State government. The court held that Governor Siminalayi Fubara’s receipt and disbursement of monthly allocations since January based on a budget passed by a four-member Rivers State House of Assembly was unconstitutional.
The judge restrained the CBN, Accountant General of the Federation, Zenith Bank, and Access Bank from allowing Fubara to access funds from the Consolidated Revenue and Federation Account. She also issued an injunction restraining
